Students currently enrolled in a Richmond school who will be in attendance at their school before 12:00 noon on Wednesday, September 5, 2012 are NOT affected by this policy.
WHO IS AFFECTED BY THE STUDENT PLACEMENT POLICY?
Students affected by the policy are:
• Newly Arriving Students: A newly arrived student is a student whose parent or legal guardian:
• previously resided outside of Richmond and now resides in Richmond • resides in Richmond, but has moved into a new school attendance area within Richmond• resides in Richmond and has registered their child in kindergarten or • resides in Richmond and has registered their child in a Richmond public school from home schooling or a private school
• Late Returning Students: A student who is currently enrolled in a Richmond school and will return to school from the summer vacation period later than 12:00 noon on Wednesday, September 5th, 2012.
HOW DOES THE POLICY AFFECT YOUR CHILD’S ENROLLMENT?
Newly Arrived Students:
• To enroll in an Alternate Program (Kindergarten or Grade One Early French Immersion, Grade Six Late French Immersion or Grades K to Four Montessori), parents/legal guardians new to the district must first register their child in person at their English catchment school beginning January 16th, 2012 and, at that time, complete an application for the desired alternate program for submission to the School Board Offices no later than by February 3rd, 2012. Placement in these programs will be determined through a district-wide draw process, with sibling priority.
• If a newly arrived student registers in the above programs after February 3rd, 2012, and the student’s catchment school does not have the necessary space or programs to enroll the student in September, then the student will be required to attend a school other than their catchment school.
• A newly arrived student who registers at the catchment school in English by Friday, June 15th, 2012 will be guaranteed enrollment in that school.
• If a newly arrived student registers in English after June 15th, 2012 and the student’s catchment school does not have the necessary space or programs to enroll the student in September, then the student will be required to attend a school other than their catchment school.
• A student who is placed in another school may return to the catchment school the following September, or earlier if the school’s space and / or programs allow.
Late Returning Students:
• If a student currently enrolled in a Richmond school expects to return to school later than 12:00 noon on September 5th, 2012, the parent or legal guardian must notify the school principal in writing of the late return by June 30th, 2012 so the student will remain enrolled in the school. The district form, Notice of Late Return, available from the school, may be used for this purpose.
If:
• a student returns to their school after 12:00 noon on September 5th, 2012and
• the parent has not notified the school in writing that their child will be returning after that dateand
• the school does not have the space or resources to enroll the student upon their late return
Then:
• the student will be required to attend another [nearby] school that has the available space or resources.
• In the event of an unforeseen circumstance that occurs after July 6th, 2012 and causes an unexpected late return to school, the parent must advise the school, or District Office [Fax: 604-668-6006, attention Student Placement Officer] as soon as possible by fax or letter of the expected date of late return before September 30th
WHERE AND HOW SHOULD NEWLY ARRIVED STUDENTS REGISTER?
• up to and including Friday, July 6th, 2012:
-at the student’s catchment school
• July 16th to August 22nd, 2012:-at the District Registration Center, located at Richmond School District Offices, 7811 Granville Avenue, Richmond, BC V6Y 3E3 on Mondays, Wednesdays and Fridays only between 9:00 a.m. and 12:00 noon.
• After 1:00 p.m. on August 27th, 2012-at the student’s catchment school
Note:
The parent or legal guardian must personally attend when registering a student and present proof of Richmond residency, an official birth certificate for the student, applicable immigration and citizenship papers and, if available, the last report card. Original documentation is required. Students may not be registered on August 26th, 2011.
