Registration Deadline Dates
Students currently enrolled in a Richmond school who will be in attendance at their school before 12:00 noon on Wednesday, September 4, 2013, are NOT affected by this policy.   
            
WHO IS AFFECTED BY THE STUDENT PLACEMENT POLICY?

Students affected by the policy are:

Newly Arriving Students: A newly arrived student is a student whose parent or legal guardian: previously resided outside of Richmond and now resides in Richmond; resides in Richmond, but has moved into a new school attendance area within Richmond; resides in Richmond and has registered their child in Kindergarten; or resides in Richmond and has registered their child in a Richmond public school from home schooling or a private school.

Late Returning Students:  A student who is currently enrolled in a Richmond school and will return to school from the summer vacation period later than 12:00 noon on Wednesday, September 4, 2013.


HOW DOES THE POLICY AFFECT YOUR CHILD’S ENROLLMENT?

Newly Arrived Students:
To enroll in an Alternate Program (Kindergarten or Grade 1 Early French Immersion, Grade 6 Late French Immersion or Grades K to 4 Montessori), parents/legal guardians new to the district must first register their child in person at their English catchment school beginning January 14th, 2013 to February 4th, 2013 and, at that time, complete an application for the desired alternate program for submission to the School Board Offices no later than February 4th, 2013. ~Placement in these programs will be determined through a district-wide draw process, with sibling priority.

If a newly arrived student applies for Early French Immersion, Late French Immersion or Montessori after February 4th, 2013, and the alternate program school does not have the necessary space or resources to enroll the student in September, then the student will be required to attend a school other than their catchment school.
A newly arrived student who registers by June 14, 2013 will be guaranteed enrollment in that school for the English program.
If a newly arrived student registers after June 14, 2013, and the student’s catchment school does not have the necessary space or programs to enroll the student in September, then the student will be required to attend a school other than their catchment school.
A student who is placed in another school may return to the catchment school the following September, or earlier if the school’s space and / or resources allow.

Late Returning Students:        
If a student currently enrolled in a Richmond school expects to return to school later than 12:00 noon on September 4th, 2013, the parent or legal guardian must notify the school principal in writing of the late return by July 5th, 2013 so the student will remain enrolled in the school.  The district form, Notice of Late Return, available from the school, may be used for this purpose.  This form is available from schools or the Central Registration Office.

If a student returns to their school after 12:00 noon on Wednesday, September 4th, 2013 and the parent has not notified the school in writing that their child will be returning after that date and the school does not have the space or resources to enroll the student upon their late return, then the student will be required to attend another [nearby] school that has the available space or resources.
In the event of an unforeseen circumstance that occurs after July 5th, 2013 and causes an unexpected late return to school, the parent must advise the school, or District Office [Fax: 604-233-0150, attention Student Placement Officer 604-668-6087] as soon as possible.  Students must return before September 30th, 2013.

WHERE AND HOW SHOULD NEWLY ARRIVED STUDENTS REGISTER?

Starting November 21st, 2012, registration for all Richmond School District students for the 2012-13 school year takes place at the Central Registration Office, Main Floor, School District #38 Administration Building – 7811 Granville Avenue, Richmond, BC, V6Y 3E3.  Phone number 604-668-6058.  Registration hours: 9:00 am – 2:00 pm.

All new Kindergarten registrations for the 2013-2014 school year will take place at the English catchment school from January 14th, 2013 to February 4th, 2013.  To locate your catchment school, please go to the school locator on the SD 38 website.

After February 4th, 2013, all new Kindergarten registrations for the 2013-2014 school year will be taken at the Central Registration Office.

The parent or legal guardian must personally attend when registering a student and present proof of Richmond residency, an original official birth certificate for the student, applicable immigration and citizenship papers and, if available, the last report card. Original documentation for the student and the parent is required.
